Thank you for partnering with Operation Fuel to provide emergency energy assistance to households in Connecticut that are facing a financial crisis.
Vendor Assistance
Vendors can now view approved deliveries and upload invoices directly to our Vendor Portal.
Key Reminders:
- Once Operation Fuel approves a grant for a client, you will receive a commitment letter, noting the client’s name, address, and fuel level.
- We ask you work with the client to deliver within 30 days of our decision date.
- All invoices should be submitted within 30 days of delivery.
- We cannot guarantee payment for late submitted invoices. We cannot pay for deliveries to clients without an Operation Fuel commitment letter.
- For delivered fuel, Operation Fuel grants can only pay for future deliveries, not a past due balance.
- Operation Fuel provides up to $500 in a one-time grant for eligible clients, no more than once every 12 months. If the client uses less than their full award, the funds are redirected to toher families in need – they do not remain as a balance on the client’s account.

How to complete applications on behalf of a client

Operation Fuel’s energy assistance programs require proof of (gross) income eligibility. Operation Fuel assistance grants are not an entitlement to all Connecticut residents who fall within income guidelines.
How to present income documents:
- We require that applicants submit documentation showing income for all household members over the age of 21, for the 4 weeks prior to the application date.
- If you are currently employed, please provide your paystubs with your name and the date for the past 4 weeks.
- If you receive income from benefits such as social security or a pension, please submit your most current documents showing your income for the past 4 weeks.
- Households with a current CT Energy Assistance Program (CEAP) letter (dated within the same year) and/or Supplemental Security Income (SSI) (award letter with client name, dated within the same year) will receive categorical eligibility for assistance programs. For categorically eligible clients, one letter per household is sufficient to apply.
- Adults without income documentation for the past 4 weeks may attest that by downloading the corresponding Operation Fuel form and including with your online application:
- Zero Income form (currently no income)
- Friends and Family form (if receiving financial support from friends and family)
- Self-Employment form (if self-employed or working without formal pay stubs).
Note: Operation Fuel will provide notice to fuel banks and/or clients via email if application is incomplete. If an incomplete application is still pending after 30 days, the applicant may be required to re-apply as the household circumstances may have changed.
